What is MTSS?

The Multi-Tiered System of Supports (MTSS) is a framework schools use to ensure every student receives the instruction and support needed to succeed. It organizes teaching and interventions so that support is matched to each student’s needs. 

How MTSS Works

Effective use of the MTSS framework includes a structured, data-based problem-solving process to guide decision-making. Teams of educators regularly:

  • Identify student needs
  • Analyze data to determine root causes
  • Design and deliver instruction or intervention
  • Monitor student progress and adjust support as needed 

This collaborative process ensures that instruction is responsive and effective across all schools, grade levels, and content areas.

How MTSS Supports Your Child

MTSS provides layers of support (tiers) to help students reach grade-level expectations:

Tier 1 – Core Instruction (All Students) 

  • High-quality, standards-based classroom instruction 
  • Designed to meet the needs of most students 
  • Progress is monitored regularly

Tier 2 – Supplemental Instruction and Intervention (Some Students)

  • Small group instruction focused on specific skills 
  • Additional support alongside classroom instruction
  • Progress is monitored more frequently

Tier 3 – Intensive Instruction and Intervention (Few Students)

  • Individualized, intensive instruction
  • Based on a student’s specific strengths and needs 
  • Systematic progress monitoring and planning to improve outcomes
